Andre Rabie is the Manager of OQGas Networks HSE Planning and Reporting. Andre joined OQ In September 2013 as the Fire Chief, moved to Corporate HSSE in 2020, and transferred to OQGN in October 2022.
Andre has a MSc in Risk, Crisis and Resilience Management through the University of Portsmouth and a degree in Safety Management from the University of South Africa. This is strengthened by over 30 years’ experience in various sectors of industry (Military, High-Risk environments, Aluminium Smelting, Power Generation, Construction and Oil and Gas) where he implemented Health and safety in an array of key positions. In the South African Defence Force, Andre occupied various positions and reached the rank of Captain after 14 years of service.
Andre’s ventured into the heavy industry in 2004 with Mozambique Aluminium (MOZAL). In 2008 he joined the construction of Qatar Aluminium and participated until the commissioning stages as the project Lead Investigator, Safety advisor and later construction HSE manager. In 2010, Sohar Aluminium provided an opportunity as the EHS manager. During these tenures, he was instrumental in implementing systems for Health, Safety, Security, Incident Investigation, Fire Fighting and Environmental management during Operations and Commissioning.
Andre was head-hunted for the position of Fire Chief after a major fire in the Sohar Refinery and had the task of establishing a benchmark Industrial Fire Brigade focussing on three pillars, namely People, Equipment and Procedures. During integration the Orpic Industrial Fire Brigade was prominent for other businesses to benchmark against due to capabilities established over the 7 years under Andre’s management. Andre moved on to OQ Corporate HSE during integration, playing a key role in interacting with various businesses.

Since he started his PhD in Fire Safety Science in 2006 at Ulster University, Northern Ireland he has been always passionate about fire safety science and research.
He commenced his professional career in FireSERT, Northern Ireland in 2008 where he worked for almost 6 years and took part in three EU funded research projects (Predfire Nano, Enfiro and Aircraft Fire), initially as a Project Engineer and then as a Research Assistant and finally as a Research Associate at University of Ulster. He was involved there in numerous R&D activities, e.g.: determination of flammability of carbon fibers composites used in aircrafts, experiments with environmentally friendly alternatives to brominated fire retardants and effect of nanoparticles on flammability properties of various polymers to name a few. He was also engaged in technical supervision of experimental work of students in fire safety engineering.
In 2013 he decided to come back to his home country, Poland, to take on a permanent post of a Senior Specialist in a commercial, accredited Fire Testing Laboratory, member of EGOLF, called Ship Design and Research Centre (CTO) where he was responsible for expanding of the accreditation scope of that laboratory and testing for maritime industry.
Later he gained experience from BRE as a Fire Scientist and from Efectis UK/Ireland as a Project Leader. In BRE he was responsible for various ad-hoc projects which required applications of Fire Safety Engineering. He also provided research input during early stages of BRE Fire Resilience Index. In Efectis UK/Ireland his achievement was (among other tasks) to set up a facade testing rig with toxicity evaluation of fire effluents by FTIR.
He had also a chance to work directly for Industry as a Laboratory manager for a water mist manufacturer where he gained experience with active firefighting systems and was responsible for conceptual design and construction of a new fire lab for water mist fire testing.
Currently he is working as a Testing Manager in Emirates Safety Laboratory, Dubai where his role is to oversee fire testing activities.

Mark manages, leads, and organizes the delivery of Fire and Emergency Response as part of the HSE E&P team, and is responsible and accountable for providing support to the business line leadership teams and major stakeholders on Fire and Emergency Management matters at OQ E&P. Mark has more than 33 years’ experience in the Fire and Emergency Response sector of which 22 years were spent as an operational firefighter and Incident Commander attending domestic, industrial and aviation related emergencies. Mark transitioned into a full-time training role in Muscat in 2011 and led the vocational training team at ICEM, responsible for standards, accreditations, curricula, and marketing strategies. Mark then took on the role of Chief Fire Officer as part of an emergency response service contract with Oman LNG before joining OQ E&P in 2021.
